I ran into a similar problem when I bought a new mouse, an MS Intellimouse Explorer 4, for use on Vista. When the scroll speed was set to a convenient rate for my other applications, it was way too fast in Word Pro. After trying many solutions, the one thing that worked was to select an earlier mouse model (Intellimouse Explorer 3) from the list of mice in the Intellimouse setup dialog. Now all my applications scroll at the same speed.
If your tablet software allows you to select an earlier model, it's worth a try.
