Your user base may not require Sametime 9. I support and consult for small and large companies. The larger companies find it easier to justify increasing their footprint whilst the smaller companies see increasing to a minimum of 2 servers (possibly 3) from their original 1 as a step too far, not to mention the increase in knowledge required for DB2 and WAS.
I would base it on functionality and use cases. The new meetings are far better and combined with the Sametime Proxy you remove the need for applets (STLinks) in meetings. Being able to use the mobile application is great! The new Traveler app allows for Sametime integration. Being able to add awareness in iNotes without using STLinks is another win.
If these new features interests you then ST9 looks like a good idea. If they do not then I question your need to increase your footprint just to go latest and greatest. ST 18.104.22.168 will be supported for quite a few more years to come.
