1) Change Domino Web Engine---Session Authentication to Single Server Edition.
If this does not work make sure that users have admin rights on their machines. When you connect to meeting services on Sametime Server. Meeting Room cleint, Broadcast client etc are loaded on the browser. If user don't have rights to install screen can be shaded out.
