The FQDN is the Fully Qualified Domain Name i.e. sametime.mycompany.com. They need to connect to this name, not directly to the IP address that it represents. If meetings are working internally then most likely you are already using the FQDN to make those connections. Your external user must have access and be able to resolve (DNS entries must exist publicly) the FQDN to it's IP address.
If your server is only registered on an internal DNS server or under a non-published domain you might be able to solve the problem by having the user modify their local hosts file. Under Windows NT/2K/XP the file needs to be created in %WINDIR%\system32\drivers\etc.
Create a file called 'hosts' with no extension. Entries look like this:
