1) There is no restrictions on the number of users in a place. However, when a user enters a place it (usually) gets a snapshot event with all the information of this place (including all the users) so. Too many users in a place will give bad user experience.
2) Same goes for sending data, i.e. you can send huge data to a user. Sametime will cut the data to pieces and send it chunk by chunk to the other side which has to combine them together. Hence - bad user experience.
3) Yes, you can admin Sametime Places by writing a simple application on top of the Sametime Community Server Toolkit.
This can be done using the ActivityService or PlaceAdminService depends on what exactely you are trying to achieve.
