Frankly, NO. It is what it is and you will need to use a supported flavour of Unix. In the future IBM/Polycom may test on Windows but Windows isn't really up to much with this kind of software IMHO.
If this is a test system then you can use CentOS which does not require a license fee unlike RHEL. You will need to install additional libraries which are documented by IBM and on my blog http://collaborationben.com/2014/01/02/sametime-9-and-centos/
