I had the same problem, without any active sessions, except using Domino 6.03. IBM states 3.1 uses increased RAM but improves performance.
After rebooting my W2K server, the java.exe, using 280MB RAM (there are several running) went down to about 80MB. STMSActivityPro remained at about 300MB.
The above caused a problem with my server because I initially only had 512MB RAM which is IBM's recommended minimum. The 512MB minimum for Sametime 3.1 is not correct. With 512MB Sametime Meeting Services and STMux would not load and my RAM was at 600MB with 80MB paged. When I increased RAM to 1GB, both services started no problem and my RAM usage is steady at 900MB. IBM has a Technote on loading Sametime Meeting Services in a delayed fashion when you have 512MB RAM. This worked intermittently and STMux would still not start. The increased RAM solution worked for me. This might be your only solution until IBM addresses the problem.
I sent a trouble ticket to IBM on java.exe and STMSActivityPro RAM usage. No response yet.
Also, a point to ponder, if you have many active sessions, I would assume you need more RAM. Years ago in doing benchmarks on Domino servers, the number of users, was directly related to the RAM. If you doubled it, you went from 150 to 300 users. At a certain point though RAM increase did nothing for performance, due to the operating system and CPU limitations.
