If you want the sender name to appear, you have to be logged-in as this user, since you logged-in as Server application you don't have a user name and this field is empty.
But we can workaround it, who is the sender? i.e How do you want to enter the user name?
If the sender is the same user all the time then you don't need a server application for that, you can write a client application, the sender name will appear automatically.
If the sender is different every time you send a message, you can do it with the Server Toolkit but it will be a little bit more comlpicated:
You need to write a Sametime Multiplexer, and then logs in on behalf of the user (you don't need the user password, just his name), from the client session you can send an announcment and it will apear with the user anem.
