My tip for you is NOT to use the Eclipse settings through policies. I have been there trying to use them and they don't work consistently IMHO.
There are other ways to push updates (such as the meeting room server setting) at the ST clients (both integrated and standalone) and I prefer using the managed-settings.xml approach pointed to by either a line in your Plugin_customization.ini file or from the update site in the ST Console.
