If the community services failed to start, you should be able to learn what's happening by checking out the sametime.log. When each community service starts, it will write that to the log, and any failures should be noted as well.
You should also look in the \Lotus\Domino\Trace and \Lotus\Domino\data\IBM_TECHNICAL_SUPPORT directory for any NSDs related to the Sametime services.
If you are seeing this in your environment again, you can post snippets here, but it may be more helpful to open a PMR so that we can look through all of your configuration documents for you and determine why that may be failing.
