I'm afraid there is no "fix" for this. It's working as designed. This is how T.120 invites work.
Meeting documents are not replicated to downstream servers (in the "domino replication" sense) - only a few document fields are propagated to the downstream servers - and attachments are not included.
When a meeting runs, the live meeting content is shown on all servers - the actual content is transferred from the originating server to downstream servers over port 1503. Thus what is transferred is the screen content - the actual document is never transferred.

What we have done is that we modified the stconf template a bit and put in a link on downstream documents to the originating server and inform users to go there if they need to modify/edit the meeting document.

I also recommend you configure your servers for dynamic invitations. This will force users to attend the meeting only on the originating server and certain downstream servers. In fact you can configure it so they always attend on the originating server (this is transparent to users), by putting all servers in the same ClusterGroupAffinity in Sametime.ini (any value except "Isolation"). Also set EnableStaticInvites=0 (should be this by default).
