Many thanks for posting the fix. My customer started having this problem and after a good few hours of looking through SystemOut.logs I found exceptions which led me to your post.
After amending the ini and stopping the VMC, VMFR, solidDB, SIP PR and CF and then starting them all back up again AV is now working.
The problem I was seeing was that AV was not working for external users via TURN and SIP edge proxy although internal users were OK.
After changing the ini I still see the same exceptions when initiating AV in a meeting but it works....
