Online Meeting Center/Meeting Room 8.0 Windows

We have two servers setup in an invited server configuration.
One internal and the other on an external subnet to allow outside vendors to attend meetings.
Both are Sametime 8.0 servers and synced to the same atomic clock so the OS times are identical, however when you access the the Sametime web conferencing pages, the times are off by several minutes.

On one server the Domino time is ahead of the OS time and on the other server the Domino time lags behind the OS time.

Obviously it's not a DST issue because we are talking about minutes here and not hours, so my question is what would cause the OS time and Domino time to get out of sync to create this time drift?
