Check you STAVConfig.xml and see if you have the following entries.

<configuration lastUpdated="1226425838277" name="TurnServerAcceptTcp" value="false"/>

There is a TN and an alternate way to fix this issue that should be published soon. From discussing with development during the upgrade those fields were not saved to the STAVconfig.xml and therefore the settings could not be saved.
