You could check if all the server processes are up and running including SSC dmgr, node agent and application server.

" / < > | + & ' ' [ ] % ^ : = -. Having any of the specified characters leads SSC to restrict user from creating a deployment plan for any WAS based Sametime product (Sametime Proxy Server, Sametime Media Server, Sametime Meetings Server, Sametime Advanced Server)|
