Sametime Standard 8.5.2 Windows

Currently we have a Sametime 8.5.2 Community Server running Classic Meetings. We have new Sametime 9.0.1 environment that we are going to be moving our users shortly. The majority of our users only use Sametime for chat and are all using the Notes Basic client with the embedded Sametime client. I've figured out how to update the users' location documents with the new sametime server name (with minimal issues). We've got a limited number of Sametime Complete licenses so will be upgrading select users to the Standard Notes client (rather than the Sametime Connect client as we have a connections server now too) because they will be using the new meeting server and other functionality,

What I would like to do is disable the ability for users to connect to the old ST server for chat so that they are forced to use the new one, and if there is an issue they will call our helpdesk. But I still want to allow those who need, to connect to it to attend meetings until we upgrade their Notes client and provide instruction on how to use the new meeting functionality.

I tried setting the option "is this a sametime server?" to No on the server document and bouncing the server, but all functions still worked.

Is there any way to accomplish what I'm trying to do?
