It doesn't. The plugin doesn't identify the latest version of Java and tell you that it must be installed the prompts are likely to be coming from the JRE itself ie Java. Java always suggests that you use the latest version to ensure it's patched with the latest fixes.
This will not be a problem with server code but rather a client issue and likely nothing to do with the webplayer plugin. You can down load the latest version of the plugin from fix central in case you aren't using the latest. I think the latest on fix central is 9000-ST-Media-FP-BSNI-9KBHSF released on 210514. If you applied the POODLE fixes then you should be on the latest version but you should check versioninfo.txt to make sure.
I think you should focus on this from a client perspective. Have you got control of your desktop ie do you regulate what Java updates are made available to your users? If not, you should think about doing so once you find a combination that works. Strip all Java installs from that problem machine and then install one and test until you find a combination of version and bitness that works.
