You can do both, depending on your needs.
Consider the amount of design elements needed to seperate the users of the business processes from each other, including rights management (ACL, Hide-When in Outlines, Forms, Views, etc.). At some point you want to use seperate application DBs :-)
A number of aprox. 100.000 documents in an application database with a high level of activity as also been seen as a performance limit. If you have more docs, split it it up.
Same for Archive... do you want them all in one DB or does it get too big in a shot time ?
For Process Definition, OrgDB and Design Repository you're save to use one set for all application databases.
