Create two new fields, OpenDateTime and ResponseDateTime, as follows:

For OpenDateTime:
@If(@Text(OpenDate) = ""; ""; @Date(@Year(OpenDate); @Month(OpenDate); @Day(OpenDate); @Hour(OpenTime); @Minute(OpenTime); @Second(OpenTime)))

For ResponseDateTime:
@If(@Text(ResponseDate) = ""; ""; @Date(@Year(ResponseDate); @Month(ResponseDate); @Day(ResponseDate); @Hour(ResponseTime); @Minute(ResponseTime); @Second(ResponseTime)))

These fields can be hidden when the doc is in edit mode, and shown in read mode while your editable fields would be hidden. In the case of OpenDate and OpenTime, you can probably dispense with those fields altogether, and just use OpenDateTime since you're not giving the user a chance to edit them anyway.

Finally, you would use these fields in your view column formulas, instead of trying to concatenate the separate date and time fields.
