I have faced this before. Have you just installed the SSC? I have come across this when I installed the SSC using an account other than db2inst1. This account was granted access to the STSC database but as part of the install of the SSC the installer also adds schedular tables to the database.
I uninstalled and dropped the database, created the database again, used createdSched.ddl in the database directory in the installation binaries and then installed the SSC and it worked fine.
If you get these errors after having a previously working system then what changes have you made prior?
