Some of these you can ignore. You should enable “*=info: com.polycom.proximo.*=all to get some additional data.
The following is always seen in the systemout.log so don't worry about it.
[3/18/16 12:59:10:654 CST] 000001d4 Responsibilit E com.polycom.proximo.monitor.aggregator.ResponsibilityAggregator setAggregatedResponsibility NodeUID could not be determined for cluster: null.sttest.com

Have you got the host name configured in DNS? The VMgr ignores host files if you are using them to control stuff. I think you can stop the server looking up to the name servers and then it falls back to host files though http://collaborationben.com/2014/01/02/ibm-sametime-9-video-manager-ignores-host-file/

Of the following the text in blue may be normal. I haven't compared it to a working server just yet.
[3/18/16 12:58:58:250 CST] 0000019e SuperclusterS E com.polycom.proximo.monitor.aggregator.SuperclusterStateOfHealthAggregator getSuperclusterStateOfHealth Unable to access server with virtual address. Using local info: Unexpected Exception

What's not normal is the following. When you stop the VMgr is there anything listening on 5060 and 5061? Have you installed this on the SIP PR/CF? It needs a server of it's own with nothing else running on it. Stop the VMgr and run a netstat and see what's listening. Also check whether solidDB is running.
