Is this a clue - on page Communities > {external community} > View users, the prompt says "View local user access to communities and capabilities. Select a capability and a community to see which users are assigned access." But the capabilities cannot be edited, they are checked and greyed out.
I think this is because you have allowed all local users to access the external community. You should see "All Users" below.
